New Cluster Funding Pilot to Boost SEND Support in Schools

We’re excited to share news about a new pilot scheme launching this September to improve how schools in our city support children with SEND.

The initiative, called Cluster Funding, is designed to make it easier for schools to access funding without needing an Education, Health and Care Plan (EHCP).

Schools will be grouped into four clusters based on location and size. Each term, SENCOs, Educational Psychologists, and locality leads will meet to discuss needs, share ideas, and allocate funding. This collaborative approach allows schools to apply for funding individually or together—for projects or unexpected needs.

The pilot will begin in the Central locality, involving 30 schools. We’ll keep you updated as we extend this to other parts of the city. Nurseries are not part of this initial pilot.

Cluster Funding is open to all children with SEND, not just those with EHCPs. It aims to provide earlier support and reduce delays. Schools will follow clear guidelines when applying, ensuring fairness and transparency. A portion of the funding will be reserved for emergencies, and decisions will be made collectively within each cluster.

This model also encourages schools to share best practices and resources, helping raise the standard of SEND support across the city.

The EHCP process remains unchanged, and schools can still request assessments if needed. Cluster Funding simply offers an additional, more flexible route to support.
