EHCP timeline

If you request a new EHC plan the whole process must take no more than 20 weeks, although there are some circumstances where this could be longer – parents/carers should be informed if this is the case.

  • Exceptional circumstances that can prolong the process:
  • The child or young person is away from the area for four weeks or more
  • Exceptional personal circumstances affect the child or young person and their parent.
  • The school/setting is closed for four weeks or more (this may delay the information needed being sent.)

The process that must be followed for assessment is described in The Special Educational Needs and Disability Regulations 2014

Week 1-2

EHC Needs Assessment request received from School, Parent or other professional body. Referral stored and pupil file created.

Week 3

Collate information returned and prepare case for Education Panel. EHC Needs Assessment discussed at Education Panel. Decision made whether to assess or not. Parent informed by letter.

Week 4

Request made for professional advice if assessing. Second letters sent to Educational Psychology, Social Care, School, Parent and any other parties involved.

Week 5-10

Professionals gather and submit their advice to the SEN Monitoring and Assessment Team.

Week 11

All advice collated and prepared for Education panel.

Week 12

Education Panel meets to decide whether to issue an EHCP. Banding and Primary Area of Need are also agreed at this point.

Week 13-14

EHC Plan is drafted and peer quality assured using in house QA documents before being shared with all parent, school, health, social care and any other advice writers.

Week 15-16

EHC draft with parent for consultation and comment. Discussion with caseworker regarding any amendments requested.

Week 18

Focused final QA of sample of EHC Plans by DCO and Strategic manager for SEND.

Week 19-20

Amendments made as necessary following QA. Final EHCP issued
